سلامت نیوز: رئیس سازمان نظام پزشکی گفت: از سال ۷۶ تاکنون هزینه سرانه ریالی مصرف داروی هر ایرانی از ۲۳ هزار ریال به ۳۴۶ هزار ریال رسیده و ۱۶ برابر شده و میزان مصرف داروهای خارجی نیز ۳ برابر شده است.

به گزارش سلامت نیوز به نقل از فارس؛ شهاب‌الدین صدر امروز در نشست خبری اظهار داشت: امروزه داروسازان باید نظراتشان در مورد خدمات اورژانس و داروخانه‌ها و در مورد چالش‌های پیش‌روی داروخانه‌داران در نظر گرفته شود.

وی در مورد جایگاه طب سنتی در کشور گفت: سیاست ملی ماست که به طب سنتی توجه داشته باشیم که این امر در کشورهای دیگر هم به همین شکل است مانند کشور چین که به طب سوزنی توجه ویژه‌ای دارند و ما هم در این راستا برآنیم تا از سرمایه ملی خود استفاده کنیم.

وی در پاسخ به سؤال خبرنگاری در مورد اینکه گفته می‌شود طرح پزشک امین و پزشک خانواده موازی‌کاری است گفت: آن چیزی که در قانون ۵ ساله آمده وزارت بهداشت متولی سلامت است و اگر کسی این کار را می‌خواهد انجام دهد باید با متولی آن هماهنگی کند والا اصل اینکه سازمانی بخواهد خدماتی به مردم ارائه بدهد کار بدی نیست.

وی گفت: از طرفی اگر وزارت بهداشت طرح پزشک خانواده را که برای نظام ارجاع راهکاری اساسی است به درستی انجام دهد مردم حلاوت طرح پزشک خانواده را خواهند چشید. چرا که این طرح از زمان دولت هشتم کمی عجولانه شروع شد بدون آنکه پایلوتی صورت بگیرد و اکنون هم اشکالاتی وجود دارد که باید برطرف شود.

صدر در پاسخ به سؤال خبرنگار فارس مبنی براینکه وزیر بهداشت گفته مبدعان و تولید‌کنندگان داروهای جدید در داخل کشور می‌توانند از ۳ تا ۵ سال انحصار تولید در کشور بهره‌مند شوند گفت: با توجه به هزینه تحقیقاتی این انحصار در برخی کشورها تا ۱۵ سال هم وجود دارد اما باید در کشور برای آن قانون مصوبی داشته باشیم زیرا ممکن است با تغییر وزیر این امر اجرایی نشود.

رئیس سازمان نظام پزشکی توضیح داد: طی یک بررسی صورت گرفته تعداد کل داروهای مصرفی طی ۱۲ سال ( از سال 76 تا 87) هر ساله دارای سیر صعودی بوده است و تقریباً تعداد داروهای مصرفی 2 برابر شده است. البته روند رشد هر سال متفاوت است. در عین حال داروهای تولید داخل مصرفش 2 برابر شده و مصرف داروهای وارداتی نیز در این بین 3 برابر شده است.

وی افزود: نرخ سرانه مصرف دارو در این ۱۲ سال هر ساله افزایش داشته و از 266 عدد دارو به 453 عدد افزایش یافته است. داروهای تولید داخل در سال 76 حدود 27 برابر داروهای وارداتی بوده است و در سال 87 این نسبت به 19 برابر رسیده است.

، ۲۳ هزار ریال بوده که این رقم در سال 86 به 364 هزار ریال رسیده است. یعنی 16 برابر شده است. در عین حال قیمت متوسط یک عدد دارو ۹۰ ریال بوده که طی ۱۲ سال به 800 ریال رسیده است.

صدر تصریح کرد: در واردات دارو سود هنگفتی وجود دارد لذا یکسری افراد سودجو ترجیح می‌دهند به سمت واردات آن بروند.

وی در ادامه در مورد تعرفه‌‌های سال ۹۱ گفت: هم راجع‌به تعرفه‌های دولتی و هم غیردولتی امیدواریم با وزارت بهداشت به نتیجه نهایی برسیم البته ما مذاکراتی را هم با وزارت تعاون کار و رفاه اجتماعی داریم چرا که آنها معتقدند باید در این جلسات حضور داشته باشند و در صورت تشکیل شورای عالی بیمه سلامت تمام این مسائل در آنجا مطرح می‌شود که امیدواریم این امر تا پایان سال محقق شود.

وی در مورد میزان اعتبارات حوزه سلامت گفت: اعتبارات حوزه سلامت پاسخگوی حجم گسترده خدمات سلامت نیست چرا که جمعیت ما از ۳۰ میلیون به ۷۵ میلیون نفر رسیده در حالی که سرانه مطابق با آن رشد نکرده است. در عین حال میزان انواع تشخیص و درمان بیشتر شده که به طبع هزینه بیشتری را در پی دارد.

وی ادامه داد: از طرفی توقع مردم از سطح سلامت بالاتر رفته و در برخی موارد مردم ما پیشرفته‌ترین خدمات تشخیصی را که در دنیا ارائه می‌شود می‌خواهد که این مسئله خود الزاماتی را ایجاد می‌کند و یکی از آن افزایش حجم اعتبارات است.

عضو کمیسیون بهداشت و درمان مجلس گفت: در کشور ما سهم سلامت از درآمد ناخالص ملی 5.6 (GDP) است که باید به 7.5 درصد برسد. چرا که این سرانه در کشورهای همسایه 8 درصد است و در کشورهای اروپایی تا ۱۶ درصد هم می‌رسد.


وی گفت: مشکل دیگر تخصیص کامل و به موقع همین اعتبارات مصوب شده حوزه سلامت است. چرا که مثلا اگر A تومان اعتبار به حوزه سلامت اختصاص می‌یابد صد در صد آن محقق نشده و به موقع هم پرداخت نمی‌شود. که این خود معضل دیگری است.
